Given certain conditions, municipalities can come to view the siting of a repository as something positive, as there are several ways to benefit from site selection. In IPPA, the term Added Value is used as an umbrella term covering institutional mitigation, compensation and incentives in facilitating the site selection process. The objectives of IPPA are to help stakeholders understand the main purpose of different compensation concepts, the practical implementation of economic compensation theory, and to help them consider different views concerning possible added value packages. This also includes addressing questions of how added value approaches fit with normal participatory approaches, siting principles and institutional settings, and how community empowerment is linked to added value.
